Amount Thresholds
Transaction Amount | Requirements |
|---|---|
Up to 999.99 € | ID and Purpose of Relationship (Level 1). No Source of Funds (SOF) declaration. |
1,000 - 2,999.99 € | Level 1 + Source of Funds (SOF) declaration in the application + elevated scoring in transaction monitoring. |
3,000 - 10,000 € | ID and Documented Source of Wealth / Source of Funds (Level 2). |
Over 10,000 € | Transactions not permitted. EU-wide cash payment limit (Article 80 of Regulation [EU] 2024/1624). Also applies to linked transactions that exceed the threshold in aggregate. |
Common Rules
- Aggregation of linked transactions: the EUR 1,000 / 3,000 / 10,000 thresholds also apply to the sum of linked transactions (in particular, transactions by the same customer within a 24-hour window, regardless of the number of devices). Reaching a threshold via an aggregate amount produces the same effects as a single transaction of that value. Aggregation scenarios are to be mapped in the Transaction Monitoring Manual (TM matrix).
- Currency conversion: the PLN equivalent of the thresholds and limits is determined using the average NBP (National Bank of Poland) exchange rate from the business day preceding the transaction date.
- Limit breach: exceeding the daily, monthly or annual limit results in refusal to process the transaction until the limit renews or the customer migrates to a higher verification level.
- Circumvention attempts: attempts to circumvent the thresholds (structuring/smurfing) constitute a warning signal (red flag) and are analysed in accordance with the Transaction Monitoring Manual and – where necessary – escalated to the AML Officer.
- Non-cash limit: the EUR 1,000,000 daily limit referred to in point 5.2 of the AML Procedure (Level 2) remains in force for non-cash channels; for the Direct POS cash channel, the separate limit specified in the table in point 1 applies.
Legal basis: Regulation (EU) 2024/1624 (AMLR) – Art. 80 (EUR 10,000 cash payment limit) and the identification obligation for occasional cash transactions from EUR 3,000; Regulation (EU) 2023/1113 – information accompanying transfers (EUR 1,000 threshold); StaBillon sp. z o.o. Anti-Money Laundering and Counter-Terrorist Financing Procedure – chapter 3 and point 5.2; KYC/KYB Manual – points 3.5 and 4.2.
